Simple Guide On Wall Painting
Wall painting might seem simple and straightforward. However, the steps and terminologies used may be complicated. It is not as simple as choosing the right paint colour. We will discuss how wall paintings are typically done.
Starting off
Prepping your walls before painting is really important as it will produce a better finish. If you are planning to paint an old surface, start off by removing old paint or chips by using a scraper. Patch off any holes or cracks and using sandpaper to smooth down the wall. Once completed, masking or sealing off any unpainted area to prevent unwanted stains as well as covering your furniture with plastic sheets. You do not want to damage any of your precious furniture!
Priming (Basecoat)
Priming your walls prior to painting will provide good adhesion between the wall and paint. A primer acts as a magnet for the wall and paint. This will result in paint to last longer. Primer also covers stains from bleeding into the paint. Without a primer, you are required to paint more layers of finish coat which will cost more money. A primer also protects the paint from moisture and smooth out the surface. A substitute for Primer is the Sealer paint. Like Primer, it gives a good adhesion between wall and new paint and other similar benefits as Primer. The key difference is Sealer is more suitable for a porous wall surface.
Finish Coat
After leaving the Basecoat to dry, it is time to paint your wall. You do not want to have uneven layers of paint on your wall. Make sure that you stir your paint regularly for an even and smooth finish. Even out the paint on your roller before applying it to the wall. Roll the paint in a “zig-zag” pattern to get more coverage. Typically, 2 or 3 layers of paint will be sufficient.
How to Extend Lease for Your Leasehold Property
A leasehold property is a property owned by the government. A leasehold property would typically be 30, 60, 99, or 999 years.
A Land Title will indicate if your property is a leasehold or freehold property. The lease period would also be clearly stated in the Land Title.
You should be aware of the lapse period of your lease and proceed with extending the leasing period. Else, your property will be handed back to the government. Lease Extension Application
Application for lease extension should be submitted to Land Office (Pejabat Tanah).
These are the documents you may need to prepare for lease extension:
- Borang 12A ‘Permohonan Untuk Menyerahkan Balik Tanah’
- Borang Perihal Tanah
- Original Title
- Paid Quit Rent and Assessment Rent
- Copy of NRIC
Land Office may update the checklist from time to time. Do not hesitate to ask for the latest checklist to save yourself from multiple visits to the Land Office.
Once all the documents are compiled and submitted, the Land Office will issue Notice 5A (Notis 5A) where you are required to pay a premium.
How to Calculate Premium
The Selangor government provides 2 payment options for property owners.
Owners are given the choice to pay a premium of RM 1,000.00. However, if you opt for this option you’re not allowed to sell your property unless full payment of the premium is made upon transaction
The second option is to pay the full premium at the following rate:
1/4 * 1/100 * Market value of land * (Lease period - Remaining years of lease) x Land Area
For properties in Kuala Lumpur, the premium is calculated in accordance with the given formula:
1/4 * 1/99 * Market value of land * (Lease period - Remaining years of lease) * Land Area
The market value of your land is determined by the Land Office. You may also appoint a land valuer to work out the market value of your land.
You shall receive a new copy of the Land Title where its lease is extended. Remember to check that all information is correct!

The main difference is the reliance on electricity. Do ensure that you get approval from Suruhanjaya Tenaga Malaysia (Malaysian Energy Commission) before installing an electric fence.
Reinforcement: Reinforced Locks, Grilles, and Laminated Glass
Reinforcing locks, installing grilles, and laminating glass is the most popular in Malaysian homes. Most homes are seen to have either one of these to protect against burglary. Reinforcing locks will give additional resistance by preventing them from getting kicked down easily. Grilles will prevent breaking-ins through the windows and ensure kids' safety. Laminated glass provides additional security as it is almost impossible to break.
Digital System: CCTV, Smart Lock & Alarms

Why do I need a permit?
In short, a renovation permit will provide evidence of where you’re allowed to do said work and in return will save you trouble with other external factors (neighbours, authorities, etc)
Chances are if you do not obtain a renovation permit, your Local Authority will have the right to issue a summon or worse, completely tear down the renovation work you’re doing.
You will also need to ensure that you are not doing renovation works at premises beyond your unit. For example, it is illegal to perform any renovation works on public roads as it belongs to the local authority.
Renovation Which Required Permit
The Street, Drainage and Building Act 1974 (Act 133) stated that all building works are required to have written consent from the Local Authority.
According to ‘Garis Panduan Prosedur Pengeluaran Permit Kerja Ubahsuai’ by KKR. In summary, renovation works that significantly change your current property will require you to apply for a renovation permit. However, it is best to consult with the Local Authority regarding renovation permits.
Steps to Apply for Renovation Permit
Now that we know a little bit more about renovation permits in Malaysia, let’s take a look at how to apply for a renovation permit.
If you live in a stratified property, you should first consult your Joint Management Body (JMB) or Management Corporation (MC) and obtain their approval. If you live on landed property, you will need to pay a visit to the local authority.
Renovation permit is usually handled by the Department of Building Control (Jabatan Kawalan Bangunan) of each Local Authority. For example, if you wish you renovate a property in Damansara, you are seeking to pay a visit to Majlis Perbandaran Petaling Jaya (MBPJ)
Documents to Submit
As each Local Authority has different requirements in terms of submission, the usual documents needed to submit are as follows:
- Copy of IC
- Latest paid Quit Rent (Cukai Tanah)
- Latest paid Assessment Rent (Cukai Taksiran)
- Copy of Title
- Copy of Sales & Purchase Agreement
- Copy of CCC
- Layout Plan of your property

Key changes included reducing the approval time from a lengthy 390 days to just 90 days, ensuring a more efficient experience for applicants. Additionally, minor renovation works, such as installing partitions or small non-structural modifications, no longer required the appointment of a Principal Submitting Person (PSP), such as an architect or engineer. This change allowed building owners and tenants to directly submit applications to local authorities, reducing both the complexity and costs involved. These reforms were welcomed as a step towards streamlining administrative processes and supporting property owners, particularly those undertaking projects related to home interior design in Malaysia.
By 2025, the renovation permit process in Malaysia remains consistent with the reforms introduced in 2022. The streamlined approval timeline of 90 days continues to be a hallmark of efficiency. The simplified application process for minor renovations, which does not require the involvement of a PSP, is still in place, maintaining the reduced costs and effort for applicants. These policies have stood the test of time, providing consistent support for property owners and encouraging development while ensuring adherence to regulatory standards.
